Regulatory Permit Lead

FLSA Status: Exempt

SUMMARY:

The Oil & Gas Regulatory Permit Lead oversees the permitting process within the HSE & Regulatory Group (while working in conjunction with the Land Department), ensuring compliance with Texas Railroad Commission (RRC) regulations. This role involves leading permitting efforts and coordinating with internal and external stakeholders to facilitate efficient and accurate permitting for drilling operations. This position will report to the Director - HSE & Regulatory and will be based on-site in the Houston, TX office.

ESSENTIAL FUNCTIONS & RESPONSIBILITIES:

  • Lead the regulatory permit process in the preparation and submission of well permit applications.
  • Lead in all regulatory compliance reporting.
  • Manage relationships with regulatory agencies and serve as the primary contact for well permitting issues.
  • Support to asset teams in completing and submitting regulatory filings including but not limited to drilling permits, completions, recompletions, flare permits, commingle permits, and injection permits with all associated forms.
  • Develop and implement strategies to streamline the permitting process and improve efficiency.
  • Maintain in-house tracking system with permit tracking and approval activity.
  • Oversee audits and review submitted permits to ensure ongoing compliance.
  • Request and review as-drilled plats provided by the survey company.
  • Distribute filings to teams and departments as needed.
  • Work with service company to obtain, review and file W-15’s.
  • Complete all data collection for completion packets.
  • Assess and resolve violation notices for assigned area.

  • Deep understanding of interpreting State and Federal rules and regulations and filing of State and Federal documents
  • Must have strong interpersonal skills with the ability to build and maintain effective relationships with various regulatory agencies.
  • Must be able to communicate clearly and influence other departments and discuss issues that may arise.
  • Ability to problem solve and multi-task under tight schedule constraints, work on multiple projects concurrently, manage varying priorities and tasks, and adapt quickly to rapidly changing events, meeting deadlines with attention given to detail.

EDUCATION & EXPERIENCE:

  • Bachelor’s degree highly preferred, or equivalent professional relevant experience
  • Minimum of 5 years’ experience overseeing regulatory compliance and permitting within the oil and gas industry

  • Fluent verbal and written skills in English.

WORK ENVIRONMENT & PHYSICAL DEMANDS:

  • This job operates in a professional office environment and routinely uses standard office equipment
  • May occasionally be asked to work nights/weekends if urgent systems issues arise
  • Eligible for Hybrid Telework Program with a minimum of 3 days in-office weekly
  • Must be able to sit for extended periods
